James A. Dobson Apartments, originally known as Urban Park Apartments, was originally built in 1971 by a dedicated group of local citizens committed to providing a dignified living environment for seniors and families that could not afford market rate housing. It houses families and the elderly in 254 homes, comprised of 20 studio, 63 one-bedroom, 78 two-bedroom, 60 three-bedroom and 30 four-bedroom units. Originally financed under Section 221 (d) (3), the property was purchased by the principals of Evergreen in 2007. Rehabilitation construction started immediately after closing, and was completed in winter 2008. 95% of the apartments are covered by Section 8 project-based subsidy. James A. Dobson is located just west of the city center, near public transportation, restaurants, shopping, employment and healthcare.
